Fixed prices per building, $500 refundable deposit to start
Tier 2 Desk charges a flat fee per building: $3,900 with our partner Qualified Energy Manager, $2,400 when your own QEM signs, less for portfolios of five or more. The base incentive on a 20,001–50,000 sq ft building is $6,000 to $15,000, paid by your utility and not guaranteed.

Deposit, balance and refunds
- $500 deposit, paid by card through Stripe, starts the work.
- The balance (the price less $500) is due when the package is ready to submit.
- Cancel before we deliver your draft Energy Management Plan and O&M program: full refund of the deposit.
- If Commerce rejects the application and we can't fix it, we refund the balance.
- Our fee never depends on the incentive being paid.
You pay the deposit from your building's status page after you start. Prices in US dollars, excluding any taxes.
Included
Everything in the sequence: Portfolio Manager, utility data requests, Forms B and C, the Energy Management Plan, the O&M program, the incentive application, one round of Commerce corrections, and with the partner tier the QEM's review, signature and submission.
Not included
Site visits (quoted separately, only if nobody on site can photograph equipment), equipment repairs, Tier 1 buildings, and anything that needs a licensed engineer's stamp.

Why the price is what it is
The Energy Management Plan and O&M program are documents; the hard parts are getting the data, the photos and the signatures in on time. Agents make the documents cheap. The QEM's review is real work by a named person, about five hours per building, and the partner tier pays for it.
