Tier 2 Desk is a Washington Clean Buildings Tier 2 compliance service run by Jestr. Tier 2 Desk is a Jestr company (Duke Security, Inc., Delaware, USA).
What we are
A small company that does one thing: gets Tier 2 buildings filed before 1 July 2027. We started in October 2026, nine months before the deadline, when most of Washington's roughly 17,000 Tier 2 buildings had not yet filed and Commerce's free BEACON help was on hold.
Jestr runs its businesses with AI agents supervised by people. Here the agents do the paperwork: Portfolio Manager entry, the Commerce templates, the equipment inventory from your photos, and the follow-ups. A person at Jestr checks their work, and a Qualified Energy Manager, a named individual, reviews and signs.
What we are not
- Not an engineering firm. We don't stamp drawings or design retrofits.
- Not affiliated with, or endorsed by, the Washington State Department of Commerce, the Smart Buildings Center or any utility.
- New: we have no track record of filed buildings to show you yet, so we don't pretend to. Ask us for the sample files and judge the work.
